St. Thomas All level player quota changes

With several games available to players with levels 1-3 we updated the quotas here to ensure the game moves at a fast pace, more like an upper-level game, but not quite there. The changes are as follows:
Level 1s - no longer allowed
Level 2s - max of 4 (down from 16)
Level 3s - max of 12 (down from 19)
Level 4s - max of 16 (up from 13)
Level 5s - max of 13 (up from 10)

All those skates are listed as Lower Level right now.
Love the change. The skate had gotten a bit slow sometimes and the drastic difference in skills was kind of dangerous for the skaters attending.

It's odd they are showing as lower level games with the changes. Unfortunately, the level name comes from built in logic, but I think I found a work around that changes it back to all level again.

Might make skates tough to fill. I recall St Thomas is difficult to fill during the summer months. Add in all the 55 and 77 construction… hope it fills frequently!
