Having a level game makes it more fun for everybody.
As a captain, please switch players EVERY TIME half way through to even out the game, even if the game is a good matchup. It will become expected by all and easy to make a change. This will keep the games more enjoyable and everybody will get a good skate in.

As a goalie make the switch before half....nothing is worse than just sitting around doing nothing for 30-40 minutes.

I definitely agree with making a change when necessary to balance teams, and doing it fairly early before the goalie change, as Shane mentions. Personally, when teams are balanced, I'm not a fan of making a change just for the sake of making a change.
Team parity can be a finicky thing. I might think it's off one way, then ask 5 other guys their opinion and get 5 different answers. I generally go with whatever the goalies think. They tend to have a very good perspective on the team balance.

The only thing I dislike is when teams are unbalanced and your the goalie on the stronger team. Hints get changed up and then goalies switch and you still end up on the strong team and it makes for a boring night!
