I finally was able to sign up for 2 goalie spots in june. when I signed up the screen had a 15.00 cost. Just wondering what the deal is?

No, JMS has not and does not charge goalies, with the only exception being special events such as a tournament or xcel skates. You have skater permissions on your account, so you probably had "Skater" selected on the signup screen.
